MSMQサービスがメッセージを送受信しない

ポート1801が127.0.0.1でバインドされている場合

DHCPとMSMQ間のネットワーク遅延やサービスの開始タイミングのためにDHCPがIPを取得するのに時間がかかる場合に、MSMQはループバックアドレス（127.0.0.1）をバインドしてしまう。
